Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #NTJN-B8XPZC have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 33400 - RCR s.85(2)(h) - Without limiting subsection (1) (a), a licensee must have written policies and procedures in respect of all of the following: (h) monitoring of the medication of a person in care.
Observation: Review of MAR determined that one medication was flagged as 'out of inventory' since September of 2019. It was determined that the medication is brought in and administered by the facility nurse during a scheduled appointment. The medication is not kept at the facility and the facility needs to discuss this with their facility pharmacist and Medication Safety and Administration Committee (MSAC).
Corrective Action(s): Ensure that there is a policy to determined the process for monitoring the administration of this medication for this person in care.

MEDICATION: 36170 - RCR s.72(b) - A licensee must ensure that a person in care's medication is returned to the dispensing pharmacy if (b) the expiry date on the medication has passed.
Observation: Review of the medication storage room determined that one topical medication had expired.
Corrective Action(s): Ensure that a person in care's medication is returned to the dispensing pharmacy if the expiry date on the medication has passed.

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Review of the weights determined that 3 persons in care had missing monthly weights.
Corrective Action(s): Ensure that each person in care is weighed at least once each month.
