Introduction

An unscheduled follow up inspection to the Routine Inspection # SWAR-AP5MUX dated 10th July 2018 was conducted. Areas of non-compliance identified at the Routine Inspection were reviewed for compliance.

Licensee/Manager had responded to the coded items in writing.

The following contraventions have been addressed:
11010 - Fan is no longer in place
13050 - Fire drills are recorded monthly
14020 - Corrected during inspection
14030 - Corrected during inspection
19070 - Files were updated with the required information
19090 - Attendance records are complete

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of a new staff file, Licensing observed it was missing validation. Manager stated that she also needs to do this for another new staff in the group child care under 36 month program. This was actually in place on review.
Corrective Action(s): Discussed best practice to print off the validation document once verified and add to staff file. Please ensure all new staff have a validated certificate.

Comments

On site today was the Manager and 2 other staff with 19 children in the group child care 30 months to school age program.
In the group child care under 36 month program there were 3 staff with 12 children.
Staff to child ratios were in line with regulations.

- Licensing discussed the criminal record check review process with the Manager. Health and safety plans need to be in place if the required documentation is not acquired prior to the staff starting employment. Licensing recommends ensuring full screening prior to employment.
- Licensing discussed the expiry of a staffing exemption at the end of the month - The Supervisor of the program discussed the staffing currently in place. Licensing will approve this staffing plan once presented in the application.
- Also discussed closure of the facility on Friday due to snow. Manager will forward a reportable incident form for disruption of service. Reported within 24 hours (during inspection)
