Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:
· Licensing, Physical Facility, Staffing, Polices & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program, Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KMBH-AS8SEY have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The blind cords need to be kept up and out of reach of the children. The staff did correct this at the time of the inspection.

The blankets used for napping were piled on top of each other and touching. Please ensure to keep these blankets and any other bedding separate from each other.

There is a patch of cement in the outdoor area that is chipped and broken showing rebar underneath. This is a tripping hazard.
Corrective Action(s): Please ensure a healthy and safe environment at all times.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: One staff file was missing more than one reference. Another staff file had no references on file.
Corrective Action(s): Please ensure to have more than one reference check on file for each staff. Please ensure these references are not the same type written statement.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: One staff file was missing certificate validation.
Corrective Action(s): Please ensure each staff file has certification validation evidence on file

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: A medication policy was not available for review.
Corrective Action(s): Please ensure to have this policy in writing.

Comments

At the time of the inspection there were 2 staff and 4 children on site. Staff to child ratio was in compliance with regulations.

Discussions occurred with the Staff about the following:

- Importance of supervision and ensuring it is maintained at all times.
- Flushing of taps for the reduction of lead in drinking water
- Reportable Incidents and reporting within 24 hours (section 52, 55 & Schedule H). Contact Licensing Duty Line (604.587.3936), should you not directly speak to your Licensing Officer.
- please develop an in depth transportation policy as this happens on a daily basis at the facility.
A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.

This inspection was reviewed with the Staff.
