Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR ##CGEE-B4HQQW have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-several sharp corners on the furniture
-a tall shelf in the kitchen was not secured
Corrective Action(s): Please ensure that a health and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection it was noted that there are many paint chips on the wall.
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:
-plastic bags were accessible to children in the nap room. This could cause a potential suffocation hazard. This was corrected during the inspection.
-a treadmill was propped up against some pillows in the nap room. This could cause a potential falling hazard
-a cord was hanging from the ceiling in the living room. This could cause a potential strangulation hazard
-safety salt was located on the floor in the entrance area. This could cause a potential poisoning hazard

Licensing observed the follwing outside the facility:
-wire on the fence post was rusty and sharp. This could cause a potential puncture hazard and is a health hazard.
-a water table was not emptied. This could cause a potential drowning hazard.
-many cans were located in the recycling box accessible to children. This could cause a potential cutting hazard. This was corrected during the inspection.

Corrective Action(s): Please ensure children do not have access to any object or substance that is hazardous to the children's health.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing reviewed the written policies. The Licensee does not have a written emergency plan or emergency supplies in the facility.
Corrective Action(s): Please ensure a written plan is developed that outlines how to prepare for mitigate, respond and recover from any emergency. Please ensure emergency supplies are obtained and are sufficeient for 8 children in care. Licensing recommends sufficient emergency supplies be provided for a period of 72 hours.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: During the inspection licensing reviewed the repayment agreement. No information was written regarding what happens when a parent prepays the cost of services. An example of this may be when a parent pays with post-dated cheques and withdraws their child from the daycare. In discussion with the Licensee she stated she returns post dated cheques to parents who withdraw from the program.
Corrective Action(s): Please ensure the prepayment policy includes information on how prepayment is returned to the family when a child witdraws from the program.

Comments

At the inspection dated April 30, 2019 there were 6 children and 1 staff present. At this inspection the above noted contraventions were identified. Please send a written response to licensing addressing the above noted contraventions by May 14, 2019. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Licensing will send a sample safe release policy and a sample repayment policy.
