Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Licensing discussed the new DoLSOP Active Play requirement with staff, this will be enforced beginning Sept. 2017. Licensing discussed the requirement that new policies are required for "Active Play" (including times that children are sedentary) & "Screen Time".
Licensing provided resources regarding the new "Active Play" requirement to the manager at time of inspection.
Inspection report was reviewed with Manager before report was signed and printed.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that there is one secured shelving unit with more one layer of toys being stored on the top.

Licensing also noted some stuffed animals being stored along the back emergency exit's hallway. Licensing determined that the toys are currently not blocking the hallway area but pointed it out to staff so that they can monitor to ensure that all exits are clear in case of an emergency.
Corrective Action(s): Ensure that any equipment, supplies being stored on top of shelving units are safely stored & secured to ensure they don't fall on children.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): During inspection Licensing reviewed staff files and was unable to locate any proof that their "ECE" & "ECE A" certificates have been validated by the Licensee.
Corrective Action(s): Ensure that there is some evidence, on site, of the fact that the Licensee did validate the "ECE" & "ECE A" certificates for all staff working at the facility.

Licensing attempted to conduct a routine inspection this morning but the staff & children were leaving to play at a school ground so Licensing arranged to come later in the day for the inspection.

During the afternoon inspection children were waking from nap & engaged in free play such as: dramatic play, free art, reading books, building puzzles, etc.

During inspection Licensing observed staff bilingually interacting with children during their activities & assisting children with problem solving when necessary.
