Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11170 - CCLR s.16(3)(b) - A licensee must ensure that the entire outdoor play area is (b) constructed in a manner, and using materials, that are suitable for the age and development of the children intended to use it.
Observation: A gate at the bottom of the stair on the outdoor play area is not in operation allowing children access to stairs when in the area. This posses a risk to the children playing in the area. A bungee strap was reported to have broken recently. LO reviewed with the staff and manager the requirement to ensure the stairs are made inaccessible.
The depth of the wood chips resilient surfacing is lacking in several area's which could pose a risk to children playing in the area.
The program will be closed for the summer and the manager relayed that these two items would be addressed before the program resumes operation in the fall.
Corrective Action(s): Ensure the outdoor play area is constructed in a manner and using material that are suitable for the age and development of the children using the area.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): Three staff files were reviewed and all three staff did not have confirmation of validation of their ECE certificates. LO discussed the process with the staff who immediately verified the certificates during the inspection.
Corrective Action(s): Ensure all staff files are complete including verification through the ECE Registry of BC.

Summary of Inspection
On the inspection date of June 4, 2019 there were 2 children and 3 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee include that the Licensee has addressed some contraventions and a Corrective action plan required to be submitted and actions required the LO include to review and monitor corrective action plan. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
