Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of a random selection of children's files, Licensing observed that 1 file did not indicate the sex of the child and 1 file did not have a care card number attached.
Corrective Action(s): Please ensure children's files are complete at the time of registration

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of a random selection of Children's files, Licensing observed that 3 did not contain enrolment dates.
Corrective Action(s): Please ensure all child records are complete

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager with another ECE staff and 4 children.
Staff to child ratio was in compliance with regulations
Programming is posted and available for parent review and children's work is displayed on the walls.
Licensing observed Staff engaged with children using positive and respectful language.
Licensing observed the children take part in Circle time followed by an art activity and free play. Discussed the requirements of schedule G particularly for outdoor play as well as the new Director of Licensing Standards of Practice for Active Play. Licensing recommends adding the outdoor play time to either the beginning of the end of the program to make the most of their time.

Discussions with the Manager:-
- Licensing reviewed the requirements of persons wishing to volunteer with the Manager. Criminal Record Checks through the Record Review Branch need to be applied for for every volunteer along with character references and immunization status.
- Licensing provided information regarding 'Live 5210' and the changes in regulations as of July 2016. Licensing discussed the expectation of ECE verification with the ECE Registry and to keep a record of verification.
- Licensing recommends keeping the fire drills and evacuation drills for at least the last year for review.

Licensing also observed the upstairs area again to discuss the option of adding a program. Manager will consider the options and inform Licensing when they are ready to move forward.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
