Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: the facility is not able to maintain an appropriate temperature that is comfortable for the children, children are developing symptoms of sweating and faces are flushed, children have developed heat rash, this issue is prevalent in the upstairs ,the downstairs bathroom tap is broken,,\ the outdoor play area does not have sufficient shade to ensure the health and safety of the children in care.
Corrective Action(s): please ensure the areas identified above are addressed immediately , the manager has brought these issues to the licensees attentio but they have not yet been addressed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: the outdoor surfacing is in poor repair and is a tripping hazard the floor in IT room is in poor repair in areas,
Corrective Action(s): please ensure these areas are addressed

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: ECE validation not conducted for all staff,
Corrective Action(s): Please ensure validations are done for all staff

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: immunization for staff not complete
Corrective Action(s): please ensure all staff have an immunization record.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: the IT room uses water that stands for an undetermined time to clean the tables, the IT upstairs room is putting diapers in a open garbage,
