Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection it was noted that the manager's name was not displayed.
Corrective Action(s): Please ensure that thee manager's name is displayed in a prominent area in the facility.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During the inspection it was noted that the fire drill was not noted. After a discussion with the manager it was observed that the manager knew the fire drill must be practiced monthly. The manager assured the licensing officer that the fired drill was practiced monthly but it was not in the Ipad where it supposed to be saved.
Corrective Action(s): Please ensure that the fire drill is noted either on the IPad or a hard copy in the facility.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the inspection the manager was unable to provide the policies and procedures related to care and supervision of children.
Corrective Action(s): Please ensure all policies and procedure are available to all staff.

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: During the review of the log book it was noted that a reportable incident from Dec 15, 2021 was noted in the log book but was not reported to the licensing officer.
Corrective Action(s): Please ensure you report all reportable incidents to licensing officer within 24 hours of the child being involved in a reportable incident.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the inspection 6 random children's files were reviewed and all six children were missing the gender.
Corrective Action(s): Please ensure all children's files are completed.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the inspection 6 ransom children's files were reviewed and 3 were missing the doctor's name and phone number.
Corrective Action(s): Please ensure all children's files are completed.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: During the inspection it was revealed that three children requiring extra support did not have a care plan.
Corrective Action(s): Please ensure all children who require extra support have a care plan on file and available to all staff.

Comments

At the inspection dated January 14, 2022 there were 11 children, 2 staff and the manager present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Care plans for children requiring extra support
· Emergency preparedness drill to be practiced annually
· Reporting of Reportable Incidents to Licensing Officer
