Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection. The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation. Visit the CCFL website at: http://www.fraserhealth.ca/childcare for: • Additional resources and • Links to the Legislation (CCALA & CCLR) Licensing discussed the new DoLSOP Active Play requirement with staff, this will be enforced beginning Sept. 2017. Licensing discussed the need for new "Active Play" & "Screen Time" policies. Licensing provided resources for the new "Active Play" regulations to staff during inspection. Inspection report was reviewed with staff before report was signed and printed. Licensing would like to thank the staff and children of Kelli's Little Angels for their time and assistance during today’s inspection.

Observed Violations

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation: During inspection Licensing noted that a sign in/ out sheet has not been completed for a number of months. Corrective Action(s): Ensure actual time of arrival and departure are recorded on a daily basis. Please note this information is used by emergency personnel in the case of an emergency. Date to be Corrected: August 1, 2017

Comments

During inspection children were having snack of crackers & fruit, before going outside for free play. During free play children climbed on the climber, rode on ride on toys, drew with sidewalk chalk etc. Licensing observed staff engaged in the activities with children and assisting with problem solving when necessary.
