Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following during inspection:
-Two wooden slats in the panels of the outdoor fence didn’t enclose the yard sufficiently.
-Frayed carpet in the play area
-Bag of foam blocks, christmas decorations stored on the floor around the toilet in the bathroom used for changing diapers
-Handheld dustpan and broom stored on top of the diaper change table mat used for changing children's diapers.(Corrected during inspection)
Corrective Action(s): Please ensure the facility is clean and in good reapair while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following during today's inspection:
-2 products with DIN number were accessible to children.
-A child's medications were left in a bag accessible to children.
Corrective Action(s): Please ensure that all medication and products with DIN number are stored out of reach of children in care.Licensee corrected both observations during inspection.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 10 children's files were reviewed and 4 chldren's files were missing date of enrolment.
Corrective Action(s): Please ensure all children's records are complete .

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: There is a child with additional needs who is missing a care plan. Staff were able to explain what is needed but there isn't a plan written down to follow.
Corrective Action(s): Please ensure there is a care plan written and in place for each child who requires extra support.

Comments

At the inspection dated February 22, 2021, there were 14 children and three staff present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:
· Safe storage of staff personal belongings
· Storage of equipment in a way that does not pose a risk of cross contamination in the staff washroom.
· Daily screening of Covid19 symptoms for children and staff
· Accessibility and contents of the Earthquake Emergency Kit
· Bleach preparation
· Spring cleaning of outdoor toys
· Maintaining children records

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on February 22, 2021.
