Introduction

An unscheduled routine inspection was conducted today to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: It was observed that the certifications of staff training were not posted. The staff stated that they were recently taken down because a feature wall was added.
Corrective Action(s): Please ensure certification is posted as required.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: It was observed that the paint is chipping on the base boards and that there are holes in the drywall in the Group Child Care ( 30 months to school age) play room.
Corrective Action(s): Please ensure that this is repaired as required.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: It was observed that a child with a medical condition does not have signed consent for medication to be administered.
Corrective Action(s): Please ensure that you have signed consent from the parent to administer medication.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: It was observed that a child with a medical condition, does have a care plan describing the condition.
Corrective Action(s): Please ensure care plans are complete as required.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: It was observed that a child with a medical condition, did not have written instruction of how staff were to respond to this child in an emergency. The manager stated that staff are aware of what to do.
Corrective Action(s): Please ensure that care plans are complete as required.

Comments

The manager is to address the contraventions and then email the Licensing Officer stating the contraventions have been addressed.
Follow-up inspection required by Licensing.

Licensing discussed with the manager:
- the need to eliminate/reduce waiting times for Toddlers as the children were observed waiting in highchairs and play pens
-Toddlers should be playing free as much as possible
