Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP).
All areas of the facility were reviewed for compliance. LO also reviewed and completed Covid-19 Infection Control Assessment with the Manager.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed the following with Manager onsite:
Outdoor Play Area:
-Large steel hammock stand to be stored safely out of children's reach.
-Plastic back from the wooden bench is broken, exposing sharp plastic edges.

Indoor Area:
- Diaper creams stored in cubbie area were accessible to all children ( Corrected during inspection).
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 3 children's files were reviewed; 1 child had no immunization status
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 3 children's files were reviewed; 1 child's start date was missing.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At this inspection dated October 13, 2020 there were 5 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in noncompliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility on October 14, 2020.

LO observed and discussed the following with the Manager:
- Continue to monitor an maintain proper cleaning and sanitization for all high-touch surfaces, toys and equipment including any porous materials used within the facility.
-All cleaning spray bottles should be labelled for safer cleaning/disinfecting practice. When using store bought cleaning products, please follow the manufacturer's instructions.
- First Aid Kit/ Medication: any items with DIN # including insect repellent or ointment require to have parent's consent prior to administering to the children. Medication amount/ time of administration should be documented promptly.
-Stairway: stairs used by children and families requires regular maintenance and housekeeping to ensure that its safely constructed and in good repair to reduce the risk of slipping. LO discussed and provided resource, re: Active Supervision .
- Staff files: as part of the hiring process, Licensee/Manager to document indicating that staff reference checks were received/ conducted; all staff files to be available onsite for review.
- Diapering Space: LO discussed about practicing appropriate health and hygiene program while protecting the dignity of children in care; LO discussed some possible options for this.
- Covid 19 Safety Plan: to be posted within the facility.

The following education/recommendation and resources were provided :
- Public Health Principles for child care operators and staff
- Respiratory, Personal and Hand Hygiene ( Posters of Handwashing, Cough and Sneeze Etiquette)
- Precautions and Practices for Sick Children and Physical Distancing Ideas with Young Children
- Reportable Incident Forms
- Active Supervision
- Employee Immunization Status Form
