Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The service tag on the Fire extinguisher expired December 2023.
Corrective Action(s): Please ensure that equipment used to respond to a fire is serviced annually

POLICIES AND PROCEDURES: 13040 - CCLR s.56(1)(a) - A licensee must keep current records of each of the following: (a) written policies and procedures for the safe release of children.
Observation: Manager said that the fire drills are conducted monthly but not recorded.
Corrective Action(s): Please ensure that when monthly fire drills are practiced they are documented as well.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed on one day in November and one day in December children were not signed out. Manager corrected this during inspection.
Corrective Action(s): Please make sure children sign out times are recorded at departure times.

Comments

At the inspection dated January 30, 2024, there were three children, one staff and the manager present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by February 2, 2024 stating how the identified contraventions will be addressed to ensure year-round compliance. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the Manager:
Valid CRC are available, reviewed expiry dates
Current nap space is not usable and accessible to children due to house renovations. Another room on the second floor is being used to nap two children; the manager will consult with Fire regarding any requirements for using this space.
Manager will provide licensing a plan for children not having access to areas in the house that are under renovation. Garbage bags stored in the outdoor play area will be disposed in the coming days.
Diapering change pad to be stored in a manner so it is easily accessible
Photographs of children are stored on a cell phone. It is recommended that hard copies of photos are available in case the cell phone does not work.

The inspection report was written on-site and details were reviewed with the Manager prior to writing the report. A copy of the follow up to routine inspection report and risk assessment is provided to the manager at this inspection.
