Introduction

Todays visit was for a scheduled routine inspection which was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 2 employee files reviewed had criminal record checks addressed to another facility. Manager stated they have filled-out the forms and are waiting for them in the mail.
Corrective Action(s): Please ensure each employee has a criminal record check addressed to the facility.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: 1 employee file reviewed was missing Early Childhood Education Certificate Validation.
Corrective Action(s): Please ensure to keep on file, a record of the verification of each Early Childhood Educator or Early Childhood Education Assistant.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: Licensing observed a fire extinguisher on site was due September 10, 2020 for servicing, and is now overdue. Manager stated it would be serviced the next day.
Corrective Action(s): Please ensure fire extinguishers are maintained yearly.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): 5 children's files were reviewed. 1 file was missing a medical Services Plan number.
Corrective Action(s): Please ensure to keep, for each child, the medical insurance plan number.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation (CORRECTED DURING INSPECTION): 5 children's files were reviewed. 1 file was missing the Doctor's phone number.
Corrective Action(s): Please ensure to keep a record of the Doctor's phone number.

Comments

The COVID-19 Pre-screening was done prior to inspection, and a COVID-19 Infection Control assessment was completed on site.
During today’s inspection there were 5 children, 3 staff and 1 student present.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contraventions by November 18, 2020, to be reviewed by Licensing.

The following was discussed:
- Discussion around legislative requirements for care plans.
- Standing water in outdoor play areas was discussed.
- COVID-19 BCCDC requirements were reviewed.
