Introduction

An announced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
-holes in the change mat exposing foam making it unsanitizable.
-a single reusable hand towel next to the children sink.
-tape around the fireplace is puckering and the glue is collecting dirt.
-large play kitchens placed on a low fire place mantle posing a tipping hazard as children sleep next to the mantle.
-2 adult chairs and a table in the backyard that have chipping paint and some rust.
-A broken rubber maid container in the outdoor play space.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times while the children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: Licensing observed that children were napping on woven plastic mats with no bedsheets.
Corrective Action(s): Ensure that each piece of equipment for sleeping is comfortable.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11120 - CCLR s.15(2)(c) - A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation: Licensing observed a napping child in a play pen that was physically too small for them.
Corrective Action(s): Ensure that sleeping equipment is appropriate for the size, age and development of the children intended to use it.

Comments

Summary of Inspection:
At the inspection dated March-15-2021 there were 5 children in care with one care provider.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Planned emergency response during COVID-19.
-Communicable disease prevention practices.
-Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps and review of proper diapering practices.
-3 step dishwashing method.
-Suitable hot water temperature.
-Replenishing emergency supplies to be adequate in quantity and quality.
