Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations(CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: -One play couch had a tear to the vinyl arm, and the change pad in the bathroom both had tears to the vinyl, exposing the soft cushion below, preventing effective sanitizing
-One outdoor structure had a broken plank, providing tripping hazard on the platform
-Two cement tiles located outdoors were lifting causing tripping hazard while children play
-The privacy screen outdoors had come away from two areas where it was previously secured.
-Several outdoor toys appeared to be in need of cleaning
Corrective Action(s): Please ensure that the community care facility and furniture and fixtures within it area clean and in good repair while children are in attendance

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: Bedding was stored in a manner in which they were in contact.
Corrective Action(s): Please ensure the bedding is stored in a manner in which the bedding is not in contact.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): A cable for the music player, and a power bar were unsecured providing access to children while playing. A staff made this inaccessible during the inspection.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: During the inspection the support worker who works with a child with diagnosis arrived, however there was no care plan on file for the child. A care plan had been developed with the agency and parent, however there was not a care plan on site for staff to review.
Corrective Action(s): Please ensure to have record of care plan developed in consultation with a parent of the child requiring extra support.

Comments

Summary of Inspection:
During today’s inspection, there were 8 children, the licensee and two staff present. Licensing was joined by a student for training purposes.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Ensure to keep records of children who have withdrawn for two years.
Cleaning supplies for the bathroom and change pad sanitizing should be available, and separate from the kitchen cleaning supplies.
Review outdoor log system to ensure the staff are identifying and reporting any required maintenance to licensee.
First Aid for one staff had been completed on-line however, the other staff present had a valid First-aid. Please ensure the staff are completing first aid as per the licensing requirements in CCLR schedule C.
Please ensure there is a system developed for documenting the references had been checked by the licensee or manager.
