Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Six staff files were reviewed and one staff had a CRC that was not specific to the facility. The staff relayed that she has yet to complete the sharing form.
Corrective Action(s): Ensure staff files are complete including Criminal Record Checks that are specific to the facility.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Six staff files were reviewed and three files did not have confirmation of character references being checked to ensure suitability.
Corrective Action(s): Ensure staff files are complete including checking the references of the staff for suitability.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Six staff files were reviewed and one file did not have evidence of the staff's personal work history or resume.
Corrective Action(s): Ensure staff files are complete including resumes or personal work history.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Six staff files were reviewed and one file did not include evidence of the ECE Certificate being verified.
Corrective Action(s): Ensure staff files are complete including validating ECE Certificates through the ECE Registry.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation (CORRECTED DURING INSPECTION): One child's medication was inaccessible to the children and accessible to the staff. However the over the counter medication was not labelled with the child's name which could pose a risk during an emergency.
Corrective Action(s): Ensure medication is labelled with the children's name it is intended for.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Five children's files and emergency cards were reviewed and three did not identify the gender of the children in care.
Corrective Action(s): Ensure the gender of the children in care is identified on the registration form or emergency card.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Five children's files were reviewed and 3 did not have photo's available.
Corrective Action(s): Ensure digital images are available of all children to identify them.

Comments

Manager arrived shortly after the start of the inspection and was able to provide support for file reviews, attendance and policy review.

The children were observed during free play, art activities, snack and gross motor experiences. The washroom routine was well supervised and managed through the school to the bathroom location. The staff were attentive to the groups needs and ample resources were available.

Immunization Posters were shared during today's inspection.
