Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance

Contraventions
Previous Inspection - Contraventions observed on FIR #ABEY-B3TNS3 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: It was observed that fire drills were missed in 3 programs for various months from September until now
Corrective Action(s): Please ensure emergency plans set out to respond to and recover from emergencies are practiced and recorded on a month basis

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance records were reviewed in all 4 programs. It was observed that all 4 programs sign in times and absences are filled out on a daily basis, but sign out times have been missed in some spots
Corrective Action(s): Please ensure attendance records are maintained on a daily basis with sign in/out times, or an indication if a child is absent

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): Childrens records were reviewed and it was observed that some records did not contain a picture of the child
Corrective Action(s): All files contained a picture of the child by the end of this inspection

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: It was observed that 2 care plans required to be reviewed with parents. One care plan mentioned a medication being required which is not relevant to the child anymore, and the inhaler was found expired. Another care plan required to be reviewed in November 2017 and the medication for that child had expired in January 2019
Corrective Action(s): Please ensure care plans are reviewed at least once a year with the parent of the child requiring extra support

Comments

At the inspection dated June 17, 2019 there were 37 children and 7 staff present. At this inspection the above noted contraventions were identified. The licensee is asked to address the contraventions and provide a written response to licensing. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

-A discussion was had around the fridge temperatures rising when the fridges are opened and closed during meal times and the amount of supplies inside of them. The manager stated a plan will be created to ensure the fridge temperature is maintained between 0-4 degrees Celsius
-A discussion was had around ensuring a system is in place to record earthquake drills
