Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control

· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-9WQNHZ have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: microwave positioned on top of a mini fridge within the classroom , easily slides and exceeds the area surface in which it is positioned. some additional items are positioned on top of the microwave. discussed ensuring equipment is secured to prevent potential of falling to where children play below.

Corrective Action(s): please ensure equipment is sturdy to prevent risk of injury.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: hot water temperature at sink accessed by children records at 51.8 C
Corrective Action(s): please ensure hot water temperature does not exceed 49 degrees Celsius in order to prevent risk of injury.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: 5 of 14 children were signed in today however the licensee maintains a separate attendance sheet in which all children were accounted for , this practice however did not capture times of arrival as some children entered into the program later than others.
Corrective Action(s): please ensure attendance records accurately reflect those children who are present / absent and include times of arrival and departure.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Children files well organized , 7 files audited 1 found to be missing photo or digital image.
Corrective Action(s): please ensure each file consist of photo of child

Comments

Observed children participating in free play activities , snack , circle.
Discussed use of electric kettles in child care settings , kettle was observed to be unplugged and empty. Licensee stated that to date it has not been used.
Reviewed importance of ensuring kettle is safely used and at all times inaccessible to children due to potential of serious injury.
