Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed two unsecured blind cords within children's reach in the group 30 month to school age program. A staff secured the cords out of children's reach during the inspection.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one of the three staff files reviewed. The employee provided this information during the inspection.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: A child's registration form indicates that a child may need emergency medication. There were no written directions specified by the parent regarding the administration of this medication.
Corrective Action(s): When agreeing to administer medication, ensure to obtain written directions specified by the parent.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: One of the four children's records reviewed did not include any emergency contacts.
Corrective Action(s): Ensure to obtain an emergency contact for each child.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: A child in the program requiring extra support does not have a care plan developed in consultation with the parent or any person requested by the parent.
Corrective Action(s): Ensure to develop a care plan in consultation with the parent.

Comments

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The following education was provided during the inspection:
- Healthy and safe environment
- Hygiene and communicable disease control
The information contained in the report was discussed with the staff and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
