Corrective Action(s): Although air flow from compressor measured less than 4C, upper levels are not able to maintain temperature - metal trays are blocking air flow. Please remove as many metal trays as possible (put wrapped sandwiches directly onto cooler racking). After removing trays, air flow to upper shelves improved and temperature reached 4C.
