Introduction

A scheduled inspection was conducted as a follow-up to routine inspection #KTOR-BNPSRG on August 19, 2020 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas not reviewed at the last routine inspection were inspected for compliance. A COVID-19 risk screening assessment was completed for the facility prior to this inspection.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 4 staff files and noted one staff was missing a criminal record check. The Manager explained that the CRC was applied for, but has not been received yet. Manager to send in plan to Licensing around staff not working alone with children until CRC is received.
Corrective Action(s): Ensure criminal record checks are obtained prior to employment.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing noted fire drills had not been completed for the months of February, March, April, May and July of this year.
Corrective Action(s): Ensure employees practice implementing the fire drill system at least once each month.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Licensing noted a care plan had not been reviewed within the past 2 years.
Corrective Action(s): Ensure care plans are reviewed at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Comments

At this inspection dated August 19, 2020, there were 12 children, 2 staff and the Manager present. At this inspection, the above noted contraventions were identified. As part of this inspection, a COVID-19 Infection Control Assessment was completed, and a copy was provided.
The following was discussed with the licensee:
· COVID-19 prevention strategies
· Fire drills and emergency management

The manager is to correct the contraventions by the dates indicated, and provide a written response to licensing.

The inspection report was written off-site due to COVID-19 protocol – all details were reviewed with the Manager prior to writing the report. A copy of the inspection report was e-mailed to the Manager on August 19, 2020.
