Introduction

An unscheduled routine inspection was conducted on to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensee observed the cabinet under the sink in the bathroom was unlocked. There was a bottle of bleach in the cabinet accessible to children.
Corrective Action(s): Please ensure all hazardous substances are not accessible to children

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Two staff files were reviewed. Both files did not have an immunization record status
Corrective Action(s): Please ensure all employees have an immunization record status on file.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing reviewed two staff files. Both files were missing a certificate validation.
Corrective Action(s): Please ensure to validate staff certificates

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensee informed licensing the program does not have an minor incident log book
Corrective Action(s): Please ensure the program has a minor incident log book to document accidents/illness/unexpected events not requiring medical attention

Comments

At the inspection on April 6, 2021 there were 7 children and 2 staff present.
At this inspection, the above noted contraventions were identified.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed off site and a copy was provided.

The following was provided:
- Sample 'Child Care Employee Immunization' form
- Link to verify certification

The following education was provided:
- Books and objects on high shelves may pose a falling hazard with potential to hurt a child.
- First Aid Kits: removing items with DIN numbers or ensuring you get permission from each parent to use the wipe/ointment for each child
