Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All eight care categories were assessed for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing observed that the manager's certificate to practice had not been verified since latest renewal.
Corrective Action(s): Ensure certificates are verified using the systems maintained by the early childhood educator registry.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Licensing observed that one child with allergies and medication for the allergy did not have a care plan developed in consultation with the parent or any person requested by the parent.
Corrective Action(s): Ensure a care plan is developed in consultation with a parent/any person requested by the parent of the child requiring extra support.

Comments

Summary of Inspection:
At the inspection dated October 27, 2021, there were 7 children in care with the Licensee/Manager.
A COVID-19 Risk Screening was conducted before the inspection.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Ensuring that the safety mechanisms placed on bi fold closet doors are engaged when children are in care.
-Din number items in first aid kits require parental consent before use on children.
-Licensing suggests that consent forms, care plans and other documentation related to children no longer enrolled are archived.
-Medications must have identifying information on them to ensure they are administered to the children they are meant for.
-Provided education on how to dispose of medication which are no longer required appropriately.
