Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: In the outdoor space there is inadequate ground cover under the climbing structure. There is also rough cement edging between the ramp and the play space due to inadequate ground cover in this area.
Corrective Action(s): Ensure to provide a safe environment at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed indoors:
-Numerous walls, baseboards, doors, railings, etc. throughout the facility are visibly dirty
The following was observed outdoors:
-Many toys have chipped paint and are rusty
Corrective Action(s): Ensure the facility is clean and in good repair at all times.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: There is no documentation of emergency drills being conducted yearly. There is no documentation that a fire drill was conducted in one of the programs in September 2022.
Corrective Action(s): Ensure all emergency drills are conducted and recorded.

Comments

At this inspection dated October 18, 2022 there were 11 children, three staff and the Manager present. At this inspection the above noted contraventions were identified. The facility is required to take corrective action to bring the facility into compliance and provide a written response to Licensing by October 31, 2022. As part of this routine inspection a facility risk assessment tool was completed and a copy will be provided.
The following education/recommendations were provided:
-Children's/staff records being readily accessible

-Bulletin; Policies and Procedures

The inspection findings were reviewed with the Manager at the time of inspection. The inspection report and facility risk assessment tool were written off site and a copy of this report and the risk assessment will be emailed to the Manager on this date.
