Introduction

An unannounced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Due to the extreme heat this summer the Manager has installed a portable air conditioner which sits on a tabletop. The air conditioner is located in the group child care (30 months to school age) program. The unit is unstable and there is the potential for it to fall onto an individual.

Corrective Action(s): The Manager said she would remove the air conditioner as it is no longer needed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following items need to be addressed:
1) the Manager said she has been actively looking to hire a company to come in and paint the walls however she has been unable to secure a company at this time. The walls and window frames have peeling paint and/or drywall mud (where the Manager has started to address the issue).
2) in the group child care (30 months to school age) program there are 3 adult sized, black chairs. Two of the chairs are in need of repair (ripped and exposed foam) and one is beginning to show signs of wear.

Corrective Action(s): The Manager will continue to try and secure the services of a company for painting and if unsuccessful she will need to ensure the peeling paint and areas of mud are repaired and sealed in order for proper cleaning and sanitizing.
The Manager said she would remove the chairs and have them repaired.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation (CORRECTED DURING INSPECTION): In the group child care (school age) program licensing noted equipment, on wheels, was placed in front of an exit door.
Corrective Action(s): The Manager relocated this item during the course of the inspection.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: In the outdoor area at the south end of the playground the ground has eroded over time and there is now a gap of approximately 3" at the base of the fence in which a child could get stuck.
Corrective Action(s): Ensure ongoing maintenance occurs and any gaps are enclosed to prevent entrapment.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed hand sanitizer located in the main entryway both indoors and outdoors. These items are accessible to children and the manufacturer's recommendation is to keep out of children's reach.
Corrective Action(s): The Manager indicated that the hand sanitizer is for families and not children. Ensure all hand sanitizers are out of reach of children.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: There were children attending the group child care (school age) program who have not started school. The Manager said she was of the understanding that the children were enrolled to start school in September and therefore thought they could attend the program. Discussion occurred regarding this requirement and the Manager will apply for temporary placements for these children.
Corrective Action(s): The Manager is aware of the legislative requirements and will apply for a temporary placement for these children.

Comments

At the inspection dated August 24, 2021 there were 5 staff, the facility Manager and 27 children present. At this inspection the above noted contraventions were identified and any action required by the Manager is included. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. Due to the current COVID-19 pandemic this report was reviewed with the Manager at the time of the inspection and the report was written off site. A copy of this report was sent to the Manager.

The following recommendations were discussed with the Manager:
BC Centre for Disease Control Public Health Guidance for Child Care Settings - this document as well as licensing is strongly recommending that all adults within the child care program (including at drop off and pick up) wear a face mask.
Hand washing: the preferable method for children when washing hands is liquid soap and running water. Children should not use hand sanitizer unless there is no immediate access to running water. The Manager said children only use hand sanitizer on the bus and/or at the park.
The facility is in the process of transferring their staff and children files onto a digital format. Licensing discussed the need to have a back up system in place should staff not have access to the electronic files.
