Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: Separate nap area is no longer available to children due to many stored items. This is a repeat contravention from last inspection # DCAR-BY6NUL
Corrective Action(s): Ensure a separate nap area is available at all times to children under 36 months of age.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: First Aid kit had some wipes that had a DIN # on it
Corrective Action(s): Ensure no medication/wipes with DIN # is included in the first aid kit or applied on children without the parents permission.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensee could not demonstrate annual review of the emergency plan
Corrective Action(s): Ensure emergency procedures are implemented annually and record is maintained.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire Extinguisher has not been serviced annually.
Corrective Action(s): Ensure that fire extinguisher is serviced annually and it has a service tag attached for licensing to review.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Out of 5 childrens files reviewed, 3 files did not include the date of enrolment.
Corrective Action(s): Please ensure to keep for each child a record showing the date of enrolment in the community care facility.

Comments

Summary of Inspection:
At the inspection dated Feb 28, 2021 there were 7 children in the care of the Licensee.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. Once received Licensing to conduct a follow up inspection.
The following was discussed:
Hiring of staff to help out with management of the facility and to be able to spend more one on one time with children.
Having the bag of food stored in the back house to be accessible for the child care for the emergency evacuation. Or adding more food to the emergency evacuation supplies in the bag at the facility
Shared few examples of systems to practice and check the emergency evacuation supplies on a annual basis.
