Introduction

An unannounced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR)and the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed;
Licensing,
Physical Facility,
Staffing,
Policies and Procedures,
Care and Supervision,
Hygiene and Communicable Disease Control,
Medication,
Nutrition and Food Services,
Program, and
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Visit the Fraser Health's community care facilities licensing website at www.fraserhealth.ca/childcare for:
- additional resources, and
- links to the legislation.

The Facility Manager was not on site for today's inspection; please ensure the Facility Manager reviews a copy of this report. The Licensee has an exemption on file to allow the Facility Manager to manage more than one facility.

Comments

In the outdoor play area the Licensee has replaced the grass with artificial turf. The Licensee was unable to maintain the grass due to the high level of wear by the children and this area became very muddy after rainy weather. The Licensee has also pruned a tree in the yard to provide additional space for use by staff and children.

The CCLRwas amended last year and all licensed child care facilities were notified of these changes via email from licensing. Some of the changes included verifying an individual's early childhood educator's certificate by going on-line to the ECE Registry website and placing a record of the verification in the individual's file. Additonally facilities are to develop a active play and screen time policy as noted in the Director of Licensing's Standards of Practice - Active Play. The Licensee must have a copy of these new policies on site and share this information with staff and families. Child care facilities have up to the end of September 2017 to implement these changes after which time Licensee's will be found in violation.

This report was reviewed with the staff at the time of the inspection. If there are any questions regarding this report please contact the writer directly; the facility is in receipt of the writer's business card.

The writer would like to thank the staff for their time and assistance with today's inspection.
