Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
- One bottle of bleach and water was used for disinfecting both the kitchen and the diaper changing area. There is a potential for cross contamination.
-a shelf over four feet tall was not secured to the wall.
Corrective Action(s): Please ensure a healthy and safe environment is provided.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was observed:

-a hole in the drywall by the door
-paint chips on the walls
-paint peeling off of the wooden chairs
Corrective Action(s): Please ensure the facility and the equipment in the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following in the outdoor play area:
-a rusty scooter and broom. This is a potential health hazard.
Corrective Action(s): Please ensure children do not have accesss to any objects or substances that are hazardous to their health.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the inspection 3 children's records of 3 were reviewed. One child was missing an MSP number.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated April 29, 2020 there were 3 children, and the Licensee was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by May 14, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following was reviewed/discussed with the Licensee:

· Information sent out to the Licensee regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings
· Items in the first aid kit with a drug identification number (DIN) or a natural product number (NPN) require a medication authorization form signed by the parents prior to application.

The following resource was given to the Licensee:

· Resource Package for Child Care facilities COVID-19 prevention

The inspection findings were reviewed with the Licensee at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Licensee.
