Introduction

An unscheduled routine inspection was completed to assess compliance with the: Community Care and Assisted Living Act (CCALA), the Residential
Care Regulation (RCR), and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing
Officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

identified during the routine inspection and a historical review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: An inspection of facility furniture and equipment found the following:

1) A chair in the facility's den was observed to be missing its seat cushion.
2) The drawer at the bottom of the stove in the kitchen does not close properly (it appears to hang down approximately 3 cms on its right side).
3) The microwave oven door in the kitchen was observed to have a crack near its handle (approximately 5 to 7 cms in length).
Corrective Action(s): Ensure that all furniture and equipment for use by person in care are maintained in a good state of repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: An inspection of the physical facility found a cabinet door under the sink in the shower room to be chipped exposing bare wood behind which is at risk of being damaged by water. This is a repeat contravention.
Corrective Action(s): Ensure that all rooms and common areas are maintained in a good state of repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31300 - RCR s.22(1)(c) - A licensee must ensure that all rooms and common areas are (c) maintained in a safe and clean condition.
Observation: The following was observed during inspection of the physical facility and grounds:

1) Near a side door, on the west side of the property, there was an old couch and an old cushion that needs to be removed or stored.
2) At the back of the facility, on the north side, gardening supplies were left on a sidewalk (including a spike sprinkler head and an unraveled garden hose) which needs to be safely stored.
3) A glass picture frame was observed to be hanging above a person in care's bed on the north side of the facility (which is a safety concern if it were to fall in the event of an earthquake) which needs to be moved or removed to ensure the safety of the person in care while in bed (this was corrected during the inspection).
4) Debris was observed to be sticking out of the facility's gutters which needs to be removed to ensure proper operation.
Corrective Action(s): Ensure that all rooms and common areas are maintained in a safe and clean condition.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31860 - RCR s.69(3)(a) - A licensee must ensure that (a) all medications in the community care facility are safely and securely stored.
Observation (CORRECTED DURING INSPECTION): An inspection of the facility's medication room found the cupboard where medications are stored to be left unlocked.
Corrective Action(s): Ensure that all medications in the community care facility are safely and securely stored.

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection 83(5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: A review of person in care nutritional records found that monthly weights for two persons in care were not recorded for the month of November 2021. Additionally, a reason for not weighing the persons in care, as required in RCR 83(5)(a), was not recorded.
Corrective Action(s): Ensure that each person in care is weighed at least once each month or ensure a reason why the person in care was not weighed is recorded in the person in care's nutritional plan as per RCR 83(5)(a).

This inspection report was not signed as it was reviewed with management over the telephone and sent via email to the site to reduce the amount of time the licensing officer had to spend on site as per COVID-19 prevention measures.
