Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-ANDNKN have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection Licensing noted an area of the naproom wall where an outlet has been removed exposing holes in the drywall.
Corrective Action(s): Ensure holes in the drywall are covered, patched to prevent children access to the drywall which they can pick at.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that one electrical outlet was not covered in the naproom.

Licensee covered outlet during inspection.
Corrective Action(s): Ensure all electric plug outlets are covered.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing noted that the Criminal Record Approval letter on file for staff has expired.

Licensee stated they had applied for a new Criminal Record Approval letter for the staff months ago. They stated they will contact the Criminal Record Review Program for status on the missing letter.
Corrective Action(s): Ensure all required staff documentation for staff is current.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: During inspection Licensing reviewed children's records and determined that there are 5 children under the age of 4 yr old in attendance.

Licensing observed one staff and the Licensee present at all times during the inspection.

Licensing discussed with the Licensee submitting an Application for Temporary Placement to Licensing.
Corrective Action(s): Ensure ages and numbers of children in care meet Schedule E of the CCLR.

Comments

Licensing discussed the importance of “Active Supervision” with staff and Licensee during inspection. Active Supervision includes: scanning; staff positioning themselves in the environment; doing head counts etc.
Licensing discussed with staff the need to flush the pipes for 5 minutes a day every morning to clear the pipes of possible lead. Licensee stated that they do this for their family as well.
Licensing discussed with staff the need to ensure that when calling a Licensing Officer to report an incident that they make sure that they speak to a person. If their Licensing Officer is not in the office call the Regional Call Centre to be redirected to the Duty Licensing Office - call: (604) 587-3936.
During inspection Licensing reminded staff of the importance of keeping the sign in/ out sheets current throughout the day as they are used by emergency personnel at times of emergency.
During inspection Licensing observed children building large structures with blocks in the main play area, as well as using cars with it; children then went outside and rode on ride on toys, climbed on a climber, played with bubbles etc.
During inspection Licensing observed staff interacting with children while they were engaged in activities assisting with problem solving, giving warnings before transitions etc.
