Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed a soft bean bag chair that has ripped its fabric cover on one corner, exposing the underlay. Education provided to the Manager that due to the ripped fabric and exposed underlay the chair is hard to sanitize. The Manager informed Licensing that the chair will be removed.
Corrective Action(s): Please ensure that the furniture, equipment and fixtures within the care facility are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a metal stand and hoop of a portable basketball stand resting against the porch railing, in the outdoor play area, accessible to children in care. Potential for the stand and hoop to fall on a child and injure the child.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Date to be Corrected: September 21, 2020.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon a random review of 3 out of 5 children's records, Licensing observed all three children's records missing their gender.
Corrective Action(s): Please ensure that all children's records are complete prior to the child attending the care facility.
Date to be Corrected: September 21, 2020.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon a random review of 3 out of 5 children's records, Licensing observed one child's record missing the date of enrolment.
Corrective Action(s): Please ensure that all children's records are complete prior to the child attending the care facility.

Comments

Summary of Inspection
At the routine inspection conducted today, September 18, 2020 there were 2 children and Manager present. The Risk Screening - COVID 19 form was completed prior to conducting the inspection. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
COVID-19 prevention ; social distancing, cleaning and sanitization practices, assessment of children upon arrival and hand washing.
Toys; Limiting and rotating.
Process for when a child gets sick at the care facility. COVID 19 Illness policy.
Work Safe Safety Plan has been created and posted.
Fire drills
First aid kit; Licensing suggested adding hand sanitizer.
DIN # products; Licensing explained that written consent from parents is required if the Licensee chooses to use any product with medical ingredients in them. Licensing discussed the best way to clean wounds is soap and water.
COVID 19 Infection Control Assessment completed and a copy provided to the Licensee.

The contents of the inspection report was reviewed with the Manager at the time of the inspection. This report was written off site ( .75 hrs ) due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
