Introduction

All areas of the community care facility were inspected for compliance during a routine inspection to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• relevant Director of Licensing Standards of Practice (DLSP)

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: An employee's BC Ministry of Justice CRC was applied for by another organization.
Corrective Action(s): This employee's CRC must be shared w/ the current licensee.
Date to be Corrected: 27/May/2020

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: An employee lacked 3 character references onsite.
Corrective Action(s): All employees must have 3 character references onsite (that have been verified by the licensee).

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): 2 employees lacked evidence of their certificate validation.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: There've been a few missed fire drill practices over 2019-2020.
Corrective Action(s): Fire drills must be practiced monthly.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: CCFL reviewed 10 children's files & found that 1 child lacked their immunization status.
Corrective Action(s): All requirements of s. 57(2) must be obtained by children's 1st day of care.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: CCFL reviewed 10 children's files & found that 3 children lacked their enrolment date.
Corrective Action(s): All requirements of s. 57(2) must be obtained by children's 1st day of care.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: CCFL reviewed 10 children's files & found that 1 child lacked their medical practitioner's contact information.
Corrective Action(s): All requirements of s. 57(2) must be obtained by children's 1st day of care.

Comments

Summary of FIR #CGEE-BPLM2B (13/May/2020)

7 violations were observed today in which 1 violation was corrected onsite & corrective action for the other 6 violations includes:
- obtaining children & employee documentation
- practicing the fire drill monthly

Licensees & employees play a key role in protecting children from, & minimizing the impact of infection & illness. FHA discussed hand washing, cleaning, & physical distancing as per the BC Centre for Disease Control & the BC Ministry of Health's "COVID-19: Public Health Guidance for Child Care Settings" (https://www2.gov.bc.ca//assets/gov/family-and-social-supports/covid-19/public_health_guidance_covid_19_for_childcare_facilities_march24_final.pdf).

The inspection was reviewed w/ the manager; however, this report & the Facility Risk Assessment Tool were written @ the Burnaby Health Protection office on 14/May/2020.
