Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the routine inspection 3 staff files were reviewed. One staff file had a CRC on site however, it was not site specific. Manager stated that she applied for a share of the CRC but could not find it at the time of the inspection.
Corrective Action(s): Please ensure all CRC's are site specific.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the routine inspection, 16 files were reviewed and the following was observed:
- one child's file was missing the gender of the child
- one child's file was missing the date of birth of the child
Corrective Action(s): Please ensure all files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During the routine inspection 16 random children's files were reviewed and 4 children's files were missing an enrollment date.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the routine inspection 16 random children's files were reviewed and the following was observed:
- 6 children's files were missing a doctor's name and phone number
- 1 child's file was missing and emergency contact person
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: During the routine inspection 16 random children's files were reviewed and one child's file was missing a photo of the child.
Corrective Action(s): Please ensure all files are complete.

Comments

At the inspection dated September 14, 2022 there were 15 children, 3 staff and the manager present. At this inspection the above noted contraventions were identified or no contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· A conversation was had with the manager regarding the minor log book and what items should be written in it. Education was provided.

· Reportable incident forms

· This report has been written off site. No signature was needed. This report was discussed and emailed to the licensee.
