Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the child care:

-A tall shelf that needs to be re-anchored to the wall. This could pose a falling hazard.

Licensing observed the following outside the facility:

-A pool that was filled with water. This could pose a drowning hazard.
-Two water tables filled with water. This could pose a drowning hazard
Corrective Action(s): Please ensure a health and safe environment is provided for children at all times

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the inspection licensing reviewed the children;s records. Five children's records were reviewed. Two children's records were missing immunizatioin status.
Corrective Action(s): Please ensure all of the children's records are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Five children's records were reviewed one record was missing a date of enrollment
Corrective Action(s): Please ensure all children's files are complete.
Date to be Corrected: Nov 16, 2018

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Five children's records were reviewed one child's record was missing an emergency contact.
Corrective Action(s): Please ensure all children's records are complete.

Comments

During this inspection the following was discussed with the Licensee,
.
-their supervision process/active supervision.
-flushing of the water daily to ensure that there is no lead in the water
-when reporting any reportable incidents to get in direct contact with a Licensing Officer. If your Licensing Officer is unavailable then please call the Duty Line at (604) 587-3936. Brochure given at time of inspection.

Please provide a written response by Nov 16, 2018 addressing the above contraventions. Licensing will send resources on fire extinguisher maintenance. It was recommended to the licensee to add diapers to the emergency kit.
