Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AJMVQ6 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection Licensing noted that the windowsill, on the window nearest the portable entrance, has an area of unpainted and wet wood which also has exposed splinters, which is accessible to children.

Manager has kept the blind down to limit access to children.
Corrective Action(s): Ensure windowsill is repaired, removing wet wood and ensuring there are no exposed splinters to children.

Please submit a written plan to Licensing outlining the time line for this repair.
Date to be Corrected: May 22, 2018.


Comments

During inspection Licensing noted that room 19 is beginning to be used as a storage area with some large pieces of furniture, music stands etc now being placed in it. Ensure that the usable square footage available for children's activities is at least 3.7m2 (44.4m2 or 478 ft2 for the capacity of 12 children) as per section 14(1)(d) of the CCLR.

During inspection Licensing noted some of the board games in the portable were in broken boxes, Licensing recommends that the boxes be repaired & that the games be checked to ensure that they have all of the pieces necessary to play the game.

During inspection:
Licensing observed children in the portable: having snack, engaged in free play which included free art, jigsaw puzzles, reading etc.
Licensing observed children in the Intermediate room (room 19) engaged in free play which included playing Foosball, Uno, and creating free art.

During inspection Licensing observed staff persons interacting with children, as well as playing the games with them. Staff spoke with children at their level and assisted with problem solving when necessary.
