Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AZMNJD have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that the drywall to an open closet, used to store a high chair, is chipping leaving exposed gyprock accessible to children.

Staff covered this area with ductape during inspection.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: During inspection staff stated that they thought the evacuation emergency plan was the monthly fire drill.

Licensing reminded staff that they are required to take all of their emergency evacuation supplies with them for a full drill once a year.
Corrective Action(s): Ensure emergency evacuation drill is practiced & recorded annually.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that the sign in/ out sheet has not been used for this week.

During inspection Licensee completed the form for yesterday as well as today.
Corrective Action(s): Ensure sign in/out sheet is completed throughout the day on a daily basis. Licensing reminds staff that this information is taken with you during an emergency and used by the emergency personnel to determine who is in car.

Comments

At the inspection dated June 4, 2019 there were 4 children and 1 staff present. At this inspection the above noted contraventions were identified.
Licensee to submit written response to Licensing once emergency evacuation drill has been conducted.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following resources were provided:

 Promoting Active Play in the program
 Lead in the Water
 Reportable Incident Bulletin

During inspection staff were unable to locate the facility "Active Play" and "Screen Use" policies. They stated they are currently accessible on their computer & they will send a copy to Licensing via email.

During inspection Licensing discussed the bark mulch located in the fall zones in the outdoor play area. Staff stated that they will be adding more bark mulch to add to the depth of resilient surfacing in the outdoor fall zones around the climbers. Licensing recommended that they also rake the existing bark mulch to loosen it before adding more, as it is compact and no longer resilient.

During inspection Licensing observed children eating snack and then engage in outdoor free play. Licensing observed the staff person interact with children while they were engaged in activities.
