Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed the following with the Licensee, re: maintenance for outdoor play area, including:
-the whole fencing around the playground ( e.g. loose, broken and missing pieces)
-wood rot repair
-rusty nails, screws and hinges
-need to add more wood chip ( for protective ground surfacing)

Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

Comments

At this inspection dated May 26, 2020 there were 3 children and 1 staff present. Licensee was present and assisted LO with today's inspection. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility the same day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing Policies
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Physical Distancing Ideas
-Precautions and Practices for Sick Children
-Health and Illness Policy, re: COVID-19

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants
-Reportable Incident Forms
-Reportable Incident Bulletin

LO observed and discussed the following with Licensee and Manager on-site:
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination/ spreading germs. LO discussed some strategies including diligent hand hygiene after each application
-Group routines and transitions: stagger meal times and play times organizing children and staff into smaller groups allowing spacing between them when possible
-Continue to monitor and maintain proper sanitization for all high-touch surfaces, toys and equipment including any soft and porous materials used in the facility; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them
- ECE/ECEA certificates and First Aid: Manager is aware of certification expiry dates for all staff
- ECE certificate extension: Due to Covid-19, ECE certificates issued or renewed between May 7, 2015 and December 31, 2015 will receive one-year extension. Manager was made aware of this extension
