Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR ##GSIU-ARMNVA have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During the inspection 4 staff records were reviewed. One staff criminal record check (CRC) was not site specific. It was noted that the manager has applied in October to share the CRC and there was documentation on the staff file. The manager is still waiting for the CRC.
Corrective Action(s): Please ensure all off the staff CRC's are current and site specific.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed the attendance records for 24 children for the month of November. Arrival and departure times were not recorded for 5 children. The Manager and I discussed the importance of keeping attendance records current in the event of an emergency.
Corrective Action(s): Please ensure the attendance records for the children are complete.

RECORDS AND REPORTING: 19290 - CCLR s.58(3)(c) - The licensee must record compliance with the care plan of a child requiring extra support in respect of each of the following that are applicable to the child: (c) any modification to the program of activities for the child's benefit.
Observation: Two care plans were observed. No record of compliance with the care plan is documented. A book was placed in one of the children's files. Licensing recommended using this book to write notes about the care plan or using the log book to document compliance with the care plan.
Corrective Action(s): Please ensure the staff record compliance with the child's care plan.

Comments

During this inspection the following was discussed with the Licensee,


-active supervision
-a few items in the first aid kit must be removed. These items are: after bite and emergency burn care
-flushing of the water daily to ensure that there is no lead in the water
-when reporting any reportable incidents to get in direct contact with a Licensing Officer. If your Licensing Officer is unavailable then please call the Duty Line at (604) 587-3936.
