Report of Findings
Community Care Facilities Licensing (CCFL) received information that the care being provided at this address may require a Community Care Facility Licence.
Licensing Officer inspected the premise on January 19, 2022, where the operator confirmed that care was being provided to 6 children unrelated by blood or marriage. The operator had submitted an application for a Community Care Facility License however it was not finalized or approved yet.

Licensing determined Yuan-Kai Tsai was operating an unlicensed facility in contravention of the Community Care and Assisted Living Act (CCALA).

The following contravention was cited:
- Community Care Assisted Living Act section 5(b) Operating and providing care without a licence

The operator is required to immediately reduce the number of children in care to no more than two children unrelated to them or one sibling group. The Licensing Officer will conduct a follow up inspection to confirm ongoing compliance.

On February 3, 2022, Licensing completed an unannounced follow up inspection. CCFL confirmed the unlicensed facility is operating in compliance with CCALA and additionally the operator has withdrawn their application for a Community Care Facility License and registered as a License Not Required for Surrey Child Care Options.
