Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas were reviewed for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: A certificate for one ECE Assistant is not posted in the facility.
Corrective Action(s): Please make sure the certificate for the ECE Assistant is posted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: There are foam mats underneath equipment in the outside play area. Area of the mats have mould growing on them and are slippery. There are piles of leaves that are starting to rot by areas of the west facing fence in the yard. Licensing is concerned that all of there areas are slippery and children may fall.
Corrective Action(s): Please make sure that there are no slippery areas in the yard.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Dish soap was being stored in a cupboard under the kitchen sink. The cupboard was not locked.
Corrective Action(s): Please make sure children do not have access to hazardous substances. The dish soap was removed during this inspection.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: The certificate for an ECE Assistant has not been verified.
Corrective Action(s): Please verify the certificate for the ECE Assistant.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: The service decal for the fire extinguisher expired on in September 2019.
Corrective Action(s): Please make sure a current inspection decal is available.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation (CORRECTED DURING INSPECTION): A file was unavailable for 1 child on November 13, 2019. The manager stated she does have a file for this child but could not locate it during the inspection.
Corrective Action(s): Please make sure a current file is available for all children. The file was at the facility on November 14, 2019

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Files for 10 children were reviewed. An msp number was not available for 1 child.
Corrective Action(s): Please make sure all children have an msp number in their file.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation (CORRECTED DURING INSPECTION): Files for 11 children were reviewed. The name and phone number of a doctor was not available for 1 child.
Corrective Action(s): This information was obtained during this inspection.

Comments

On November 13, 2019 there were 8 children and 2 staff present. On November 14, 2019 there were 6 children and 1 staff present.
At this inspection the above noted contraventions were identified.
The manager is required to submit a written response to the Licensing Officer (business card provided) stating how the contraventions on this report have been addressed. The response is to be submitted on or before November 22, 2019.
