Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: In the outdoor play area, Licensing observed that one of the wooden sandbox cover is cracked and needs to be repaired. The manager said during inspection that this will soon be replaced.
Corrective Action(s): Ensure that equipment and fixtures are in good repair while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed ice salt and ice melter substances stored under the sink on the floor in open containers in the staff bathroom. During inspection, the door was open and the substances were easily accessible to children. The manager then closed the door as soon as this item was identified by Licensing.
Corrective Action(s): Ensure children do not have access to any objects or substances that may be hazardous to their health or safety.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that one class/program did not have several children's arrival and departure times noted in the attendance sheet.
Corrective Action(s): Ensure that the daily attendance record is completed, and indicate for each day whether the child is absent, or if the child is present, the time of arrival and departure.

Comments

At the inspection dated Oct. 07, 2022 there were 12 children and 9 staff present. The manager was also on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures, to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call the Duty Line Licensing Officer.
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to continue to initial and date after each documentation.
- Continue to clean and sanitize the facility including toys and equipment
- Continue to check the BCCDC website for updates
