Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-ALRNGZ have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed the fire drills record and noted that no drills were recorded for the months of January and March 2018. This violation was previously noted on FIR # ALRNGZ (Apr. 25/17)
Corrective Action(s): Ensure emergency drills are recorded monthly as proof that they have been conducted.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing discussed the new DoLSOP "Active Play" and "Screen Use" policy requirement with the Licensee, they have not written the policies or shared the new requirement with parents or staff. This requirement came into effect September, 2017.

Licensing had sent a number of emails to the Licensee throughout 2017 regarding this new requirement. Licensing left resources regarding these new policies with this inspection report.

Licensing reminds the Licensee to also include information regarding facilitated/ un-facilitated play & sedentary play as noted on page 2 of the "DoLSOP - Active Play" document.
Corrective Action(s): Ensure an "Active Play" and "Screen Use" policy is written and shared with staff and parents.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During inspection Licensing reviewed the sign in/ out sheet and noted that the time of arrival or departure for some children was not recorded on multiple days in the months of March & April 2018.

This violation was previously noted on Facility Inspection Report (FIR) # KSEY-ALRNGZ (Apr. 25/17)
Corrective Action(s): Ensure accurate time of arrival and departure are recorded for all children in care, each day. Licensing reminds the Licensee that this document is taken with them in times of emergency to assist the emergency personnel.

Comments

Upon arrival Licensing observed children finishing their snack and engaged in free play while children got ready for outdoor play.

Licensing observed children play with push toys, shovels and puddles in the open outside play area, and building with duplo & plastic puzzle pieces in the under cover area.

Licensee states that they have a circle time with music and movement before snack time each morning and have art activities in the afternoon.

Licensing observed staff down a children's level assisting with problem solving as well as giving warnings at times of transition.
