Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): Group Child Care - Staff to Child ratio not maintained. (ECE/ASST/ASST). The Manager explained that some children are enrolled in both GCC and Preschool program but did not get signed into the corresponding program at arrival.
Corrective Action(s): Ensure that staff to child ratio is maintained at all times as per Sch. E of CCLR.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): 18 children's files were reviewed; 1 child's MSP number was missing.
Corrective Action(s): Ensure that all children's files are complete.

Comments

Summary of Inspection
At today’s inspection there were 26 children and 4 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. As part of this Routine Inspection, a Facility Risk Assessment Tool was completed. This report was reviewed with the Manager and a copy was provided.
The following education/recommendations were provided in regards to:
-Outdoor play area: to maintain a log for all inspection, repair and maintenance; LO noticed a metal plate installed within the outdoor play area (ground). Discussed strategies to prevent tripping and falling with the Manager.
-Children's attendance record, i.e. sign in and out of different care programs as appropriate
-Communication system between staff (during facility operation hrs)
