Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: The nap space that is used for four play pens has multiple storage items located in the room. Please remove storage to ensure the space provide a space free from storage items where children younger than 36 months of age can rest if needed.
Corrective Action(s): Please ensure that if a licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from the activity area.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION):
-A play kitchen had a box with items stored on top was not secured to the wall. Licensing observed the kitchen doors opening and closing making the toy unstable. This provided potential for the box to fall on a child while playing. Once identified, a staff person relocated the box and the licensee said her husband will anchor the play kitchen to the wall.
-In one classroom, licensing observed an employee's purse was hanging with the top of the purse open and a charging cord accessible to children. The purse was moved out of reach during inspection.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed eight children's files. One file did not contain the start date for the child.
Corrective Action(s): Please to keep, for each child, a record showing the date of enrolment.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed on three separate dates, the sign in sheets did not contain the time of departure for two children.
Corrective Action(s): Please ensure to keep for each child, a record showing the daily attendance record, indicating the day whether the child is absent or, if the child is present, the time of arrival and departure.
Date to be Corrected: Immediately and ongoing

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): Licensing reviewed eight children's files, one children's file had not digital image or photograph that can be used to identify the child on record. The manager identified the child was new, and took a photo during the inspection.
Corrective Action(s): Please ensure to have a digital or photograph of the child on record.

Comments

Summary of Inspection:
During today’s inspection, there were 15 children, 3 staff, 1 student, the facility manger and the licensee present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Manager name being posted closer to the facility licence so it is visible.
Signed parent prepayment agreements on files to include amounts prepaid.
References for staff should have information showing the manager or licensee has checked them.
Licensing reviewed the three sink dishwashing method of washing dishes with the facility manager and licensee.
