Introduction

A scheduled inspection was conducted as a follow up to routine inspection # LVIA-BNHR7T on August 18, 2020 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas not reviewed at the last routine inspection, were inspected for compliance.
A Covid-19 Risk screening assessment was completed with the facility prior to this inspection.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: Licensing had not been notified of a change in information provided in section 9 of the Childcare Licensing Regulations.
Corrective Action(s): Please ensure a medical health officer is notified immediately of any change in information provided under section 9.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Upon review of the staff certificates, 1 staff did not have their valid certificate posted in a prominent place in the facility.
Corrective Action(s): Please ensure staff certificates are posted in the community care facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection, there were 2 large air conditioners that were placed up high on a ledge in each of the classrooms that had not been secured to the wall. In the event of an earthquake (or a child shoving the unit), the air conditioner could potentially fall on and injure a child.
A small fan that was plugged in & on, was also sitting on a piece of play equipment accessible to the children.If a child put their fingers in between the wires, it would pose an injury to a child.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Upon review of 4 staff files, 1 staff did not have a resume on file.
Corrective Action(s): Please ensure staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Upon review of 4 staff files, 2 staff did not have their certificates validated.
Corrective Action(s): Please ensure staff files are complete.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Upon review of the fire drill records, the fire drills had not been implemented in March, April, May, June or July of 2020.
Corrective Action(s): Please ensure that employees practice implementing the fire drill system at least once per month.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Upon inspection of the emergency supplies, some of the food was expired.(May 2020)
Corrective Action(s): Please ensure emergency supplies are not expired.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of 6 children's files, 1 child was missing a medical insurance number.
Corrective Action(s): Please ensure children's files are complete.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Upon review of the children's files, 1 care plan had not been reviewed with the parent within the last year.
Corrective Action(s): Please ensure care plans are reviewed once each year with a parent of the child requiring extra support.

Comments

At the inspection dated August 18, 2020 there were 10 children and 4 staff present. At this inspection the above noted contraventions were identified. Licensee will provide Licensing with a written response.Licensing will review the response. As part of this inspection a Covid-19 Infection Control Assessment was completed and a copy was provided.

The information contained in the report was discussed with the Staff and Licensing stated that the report will be emailed to the facility.
