Introduction

An announced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following items were in need of cleaning, replacement, or repair:
-8 nap mats had cracking and missing vinyl, exposing the foam below, this makes it difficult to sanitize between use.
-2 children's chairs in the School Age classroom were visibly dirty.
-The carpet in the nap room was soiled in multiple places.
Corrective Action(s): Please ensure the furniture, equipment, and fixtures within it are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: First aid kits were not readily accessible to staff and children outside who were playing in the lower playground. The assistant manager stated that the staff have to call the manager, and have them bring the first aid kit out.
Corrective Action(s): Please ensure to have first aid kits readily accessible to all employees.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 4 staff files were reviewed. 1 staff file had an application from 2019 for a criminal record check, but the record of it's completion was not on file.
Corrective Action(s): Please ensure that all staff criminal record checks are available and current.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): 4 staff files were reviewed. One staff file was missing a validation.
Corrective Action(s): Please ensure a record of verification of Early Childhood Education and Early Childhood Education Assistant is on file.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 6 children's file's were reviewed. 3 files were missing immunization status.
Corrective Action(s): Please ensure to keep for each child, a record showing immunization status.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 6 children's files were reviewed. 1 file was missing medical practitioner's name and phone number.
Corrective Action(s): Please ensure to keep record of the name and telephone number of the medical practitioner.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 6 children's files were reviewed. All reviewed files were missing a photo or digital image of the child. The assistant manager stated that these were kept on a cell phone, however, the cell phone was not readily available.
Corrective Action(s): Please ensure that a photograph or digital image of each child is readily available in the event of an emergency.

Summary of Inspection:
Comments:
The COVID-19 Pre-screening was done prior to inspection, and a COVID-19 Infection Control assessment was completed on site.
Today's inspection was conducted by 2 Licensing Officers for training purposes. There were 14 children and 4 staff present.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contraventions by November 13, 2020, to be reviewed by Licensing.

The following was discussed:

-The facility should create a system to document regular COVID cleaning, to ensure health and hygiene practices.

-Care plans and medication administration forms should have clear instructions to guide and direct staff actions.
