Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-ATBSQ4 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: CRC expired for one staff , discussed renewal process.
Corrective Action(s): Please ensure CRC clearance is maintained and current every 5 years. ( processed through the Criminal Records Review Program and not the local RCMP office )

HYGIENE AND COMMUNICABLE DISEASE: 15050 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Potties used within the infant room for those children potty training. Washrooms are available to support children's toileting needs however the potties are used within the classroom.
Corrective Action(s): Ensure the designated washrooms are used as the area to support children in their toilet training and washrooms needs to promote health and hygiene practices.Practice to be discontinued effective today.

Comments

Summary of Inspection
At the inspection dated Dec 10, 2018 there were 29 children and 8 staff present. At this inspection the above noted contraventions were identified.
Licensee required to provide a written response to the inspection detailing how they have addressed the staff screening and hygiene practices as captured within the report. Licensee to provide a detailed outdoor play / schedule - see below.
The following education/recommendations were provided:
Ø Active Supervision - Bulleting Reviewed.
Ø Lead in the Water - Reviewed with the facility manager to ensure pipes are cleared by running the water prior to accessing for drinking.
Discussed current system for maintaining attendance and ensuring records are completed for each program / room. Records are current and maintained within the main office and each room maintains a binder of overall attendance, 1 room had not completed the information.
Infant/toddler
Discussed use of Lysol and spray disinfectants within Infant/ toddler programs as a product not recommenced when children are in care.
Observed Infants placed in Highchairs at lunch ( all children eating at the same time ) - discussed allowing children to eat at individual times according to their needs and own personal schedules in keeping with their age and development.
In discussion reviewed the importance of reduced time secured in chairs and more time spent on the floor.
Suggested creating distance between kitchen activities and diaper changing areas within the Toddler room and increasing space in-between towels which hang from hooks for each child.
Discussed using soap and water only for the cleansing of minor scrapes and cuts, expired alcohol prep wipes located within the first aid kit.
Requested a Playground Schedule to be created and forwarded to Licensing outlining the times in which each group of child have access to the area as only one space is provided and shared.
Manager will ensure that the space meets for the number of children accessing the area at 6m square per child.
