Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Contraventions

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the routine inspection of the physical facility the following was observed:
- one of the toilets in the infant room was not in use and a green tape was placed on top of the toilet. Staff have mentioned that the toilet has been broken for approximately 3 weeks and is waiting repair. The children in the toddler room are supposed to use the two available toilets in the infant room, however only one toilet is now available for all children.
- a hole approximately 5 inches long and 3 inches wide was observed in the infant room. Fire alarm wires were exposed. The hole was approximately 5 feel from the floor. The main teacher explained that a shelf was meant to be hung but that the carpenter hit the fire alarm wires with a nail. Fire rescue Abbotsford was on site. The hole remains to be covered.
- one of the hinges of the gate in the 3-5 classroom was being held by string and duct tape.
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the routine inspection some plastic bags were observed under the sink in the 3-5 bathroom.
Corrective Action(s): Please ensure the children do not have access to any hazardous items.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the routine inspection the main staff could not produce the policies and procedures of the facility. The staff said that the licensee has the policies and procedures at the other location.
Corrective Action(s): Please ensure that policies and procedures are available to staff.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: During the routine inspection it was observed that the ECE staff in toddler room had an expired exemption (July 31, 2023). The staff in the toddler room said that they still have a 10 weeks course to finish and their practicum before they can apply for their ECE IT certificate.
Corrective Action(s): Please ensure that the ratio to child is not less than that permitted in Schedule E. Please submit an application for exemption to ensure the ratio is met according to Schedule E.

Comments

At the inspection dated August 30, 2023 there were 25 children and 5 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· During the inspection it was noted that some children had a care plan in place but the care plans have not yet been finalized or signed by the parents of the respective children. A conversation as had about the care plans being made in collaboration with the parents and any other relevant parties. A Care Plans Bulletin was given to the main teacher. Education was provided regarding the care plans and their annual review.
· A staff who was not working for the summer and will return in October has an expired certificate, expired first aid and CRC was not site specific. It was discussed with the main teacher that upon the staff’s return, the staff file needs to be updated.
· Education was provided regarding the storing of the bedding on the cots. The bedding should be stored in a manner that does not promote cross contamination.
· Active Supervision - Bulletin provided to be shared with all staff
· Lead in the Water – flushing the pipes to remove any impurities before using the drinking water
